These well dressed beggar women were really trying to capitalize on the fact that the younger one was pregnant and needed help. Fred asked, "Where's the father?" This made the rickshaw driver laugh and he was telling the other driver's (in Hindi) so they were all laughing.
It's such a great picture I think because it typifies our daily rickshaw rides. Notice the books on the left hand side which a little boy is trying to sell to us. Then look straight through at the clothes hanging right on a center traffic median. You will see clothes hanging everywhere. It really adds color to a sometimes gray and dingy landscape.
